Jefferson Parish Transit Grant Management and Program Implementation

GCR has provided assistance to the Jefferson Parish Department of Transit Administration in grant management, short and long-range planning, and operation management since 1991. Each year, planning studies are undertaken that directly relate to current or upcoming issues within the transit system. In recent years, these studies have covered such topics as coordination with the New Orleans Regional Transit Authority; compliance with the Americans With Disabilities Act; detailed analysis of the 2000 Census data as it relates to Title VI requirements that all minority populations are being served by the transit system; and community involvement in the planning process.

Further studies conducted include:

  1. An updated long range financial plan
  2. Evaluation and operational planning for the Transit system’s new MDT/AVL ITS system
  3. Review of the MITS Paratransit Service and compliance with the Americans with Disabilities Act (ADA)
  4. Promotional activities to increase ridership
  5. Coordination activities with RTA, the transit operator for New Orleans
  6. Detailed analysis of the 2000 Census data as it relates to transit planning
  7. Monitoring Title VI compliance to ensure that all minority populations are being served by the transit system
  8. Community involvement in the planning process

In addition, GCR has assisted the DOTA in capital projects administration.  Most recently, GCR has provided assistance in the purchase of vehicles and a MDT/AVL ITS system, as well as developing long range plans for an Eastbank Terminal facility and a transfer facility.
