Jefferson Parish Comprehensive Land Use and Transportation Plan
In April, 2002, GCR & Associates, Inc.assumed project management responsibility for the Jefferson Parish Comprehensive Land Use and Transportation Plan initiative, Envision Jefferson 2020. At the same time, the firm assumed responsibility for developing the land use element of the Plan, to include integration of the transportation element and production of all planning documents.
GCR developed a detailed project plan using Microsoft Project to guide the process. A web site was developed (www.envisionjefferson2020.net) as the primary instrument in getting Plan documents to the public and newsletters published for public distribution. GCR was responsible for coordinating meetings of the Steering and Element Committees as well as periodic mailings (over 1,100) to residents, businesses, and civic organizations.
GCR was instrumental in drafting the Vision Statement, Goals, Objectives and Policies, selection of alternative growth scenarios, and modeling those scenarios to arrive at a preliminary plan. GCR was responsible for integrating the transportation element into the land use element to assure consistency and compatibility. Once the preliminary plan was determined, GCR held public hearings and modified the plan accordingly.
The land use modeling effort afforded GCR & Associates, Inc.the opportunity to showcase its technical capabilities using the ArcView GIS program for modeling purposes. Few communities in the nation have a sophisticated data base of land use at the parcel level as Jefferson Parish. The availability of that data allowed GCR to combine the computational power of GIS with digital spatial data and urban planner skills to form a coherent land use and transportation plan for Jefferson Parish.
