Turnkey Right-of-Way Acquisition, Relocation and Project Management Services: 17th Street and London Avenue Canals

U.S. Army Corps Of Engineers

Breach of 17th St. CanalIn 2006, GCR supported the U.S. Army Corps of Engineers to provide Turnkey Right-of-Way Acquisition, Relocation and Project Management Services to support Emergency Flood Protection Repairs at the London Avenue and 17th Street Canal Floodwall breaches in New Orleans, Louisiana.  In this endeavor, GCR is coordinating and assisting the efforts of surveyors, appraisers, title abstractors and attorneys in the production of individual property plat maps and legal descriptions, project segment maps, appraisal reports, tract ownership data sheets, 60-year abstracts of title, and interim title binders and final title policies.  GCR has full responsibility for the acquisition of approximately 70 parcels of land commandeered by the U.S. Army Corps of Engineers following Hurricane Katrina. GCR conducts negotiations with affected landowners, prepares Just Compensation offers and Offers to Sell, and performs various acts to clear title to the affected parcels. In connection with this, GCR maintains detailed Negotiator Summary Reports documenting all communications with landowners.  Additionally, in connection with the 17th Street Canal Project,  GCR is handling residential and business relocations for owner-occupants and tenants.
