Louisiana Secretary of State - 2006 Municipal Elections Orleans Parish Support 

In February 2006, GCR initiated a project to assist the Louisiana Secretary of State in planning for municipal elections in Orleans Parish following the devastation from Hurricane Katrina.  Given GCR’s GIS capabilities, flooding data was overlaid with precinct and polling locations to determine what remained available for use.  GCR suggested large, multi-precinct polling locations based the existence and availability of acceptable facilities.  GCR worked with the SOS to perfect the locations, create maps, and incorporate the information into a website and a desktop application for public inquiry. On the day of the election, a Microsoft Access desktop application, which was designed and developed by GCR, was used on hundreds of laptops for responding to voter inquiries as to where to vote.  Our documentation on the planning and execution of the election event was later used in Federal Court by the Secretary of State to invalidate claims of disenfranchisement.
